My personal Suggestion and one of my favorite launcher is the apex launcher.Apex launcher comes with easy customization for android 4.x and one of the most powerful launcher app available for free.
Several customizing features like dock setting,drawer setting,homscreen navigation and gesture adjustment settings are available in this launcher.
Apex launcher provides unique features for the homescreen navigation with transition effects such as bounce,elastic etc.More than 5 docs can be added and other elements such as user specified icons and drawers can be applied.
Widgets on the status bar can be hidden or kept available for easy access.Gesture settings like swipe up,swipe down,pinch functions are the additional features of apex launcher.Adding a folder with several applications is possible.Paid version of apex launcher is available in the market but the free version itself a big treat for the android users.Regular updates improves the performance of the launcher and this makes the application to be at the top of the market.Here is the link to download the free version of apex launcher : Download
Go Launcher EX:
Go Launcher Ex can be used in any android version above gingerbread and it is not restricted only to ICS because this application is somewhat older than the other launchers that are available now.Moreover the performance is comparatively equal compared with the apex launcher.
Go launcher ex provides additional features such as themes,widget,icons and multiple transitions.It has the ability to hide the applications from other users,refresh the home screen and clean the memory.
To support this old launcher Go locker is available that can be paired with go launcher ex and it can be integrated which works as a single piece of application.The free version of go locker can be downloaded from the android market and it supports any hand movements on the screen as a code.Sometimes these codes are easy to unlock and it has few bugs.

Nova Launcher :
Nova launcher is one of my favorite launcher app which supports only android mobile version above 4.0.The performance of nova launcher is very high that allows customizable widgets,application folders,theme settings,icon packages etc.
Scrollable dock bar makes the launcher more beautiful and widgets on the homescreen automatically gets overlapped when placed one above the other.Custom support is provided for the application drawer which is also easily customizable.
